Terták Elemér: A vagyonadó kialakítása kapcsán mit érdemes átgondolni?

Az amerikai félidős választással egyidejűleg Kalifornia államban népszavazást is tartottak a milliárdosokra kivetendő vagyonadó bevezetéséről szóló 40. számú indítványról [Prop 40]. Ennek alapján egy egyszeri, 5 százalékos vagyonadót vetnének ki azokra a magánszemélyekre és vagyonkezelő alapokra, amelyek vagyona meghaladja az 1 milliárd dollárt; az ebből eredő bevételeket pedig egészségügyi ellátás, élelmezési támogatás és oktatás finanszírozására fordítanák. A szavazatok közel kétharmadának megszámlálása után úgy tűnik, hogy a javaslat elbukott. A népszavazás eredménytől függetlenül azonban – különösen a választásokat megnyerő demokraták szocialista orientációjú jelöltjei sikereinek fényében – várhatóan folytatódni fognak a vagyonadók növelését szorgalmazó követelések. Éppen ezért Martin Sandbu, a Financial Times elemzője szerint mielőtt elhamarkodott állásfoglalások születnének az egyes konkrét vagyonadó-javaslatok mellett vagy ellen, érdemes alaposan végiggondolni, hogy miként – és milyen mértékben – célszerű megadóztatni a tőkét. Tekintettel arra, hogy az Országgyűlésben éppen a napokban folyik a vagyonadó bevezetéséről szóló törvényjavaslat vitája, érdemes Martin Sandbu elemzésével megismerkedni.
