Tételesen cáfolható, hogy ráfizetéses lenne és ne rendelkezne a szükséges engedélyekkel Paks II. A 60–80 éves időtartamot és az alacsony termelési költséget is nézni kell, ami alapján inkább az a kérdés, mennyibe kerülne, ha nem épülne meg. A nyári aszály megmutatta, mekkora többletköltség, ha Paks nem termel áramot, nem véletlenül döntött a kormány a fenékküszöb megépítése mellett, ami miatt Ausztria végül nem panaszolta be Magyarországot.
